What's Required
Student Success Initiative (SSI) was enacted by the 76th Texas Legislature in 1999 and modified by the 81stTexas Legislature in 2009 and include grade advancement requirements. As specified by these requirements, a student may advance to the next grade level only by meeting the passing standards. In accordance with the TEC ยง28.0211 (c) a grade placement committee (GPC) must be convened for students who do not meet the passing standards for promotion to the next grade.

What To Do
The ARD/IEP committee serves as the grade placement committee (GPC) for students served through special education and determines whether a student will be promoted or retained.
  • If the student has not met expectations on state assessment, the GPC will discuss what additional supports, interventions, and/or test retakes are necessary in accordance with the student success initiative.
  • The GPC shall be composed of the following members:
    • Principal or principal's designee
    • parent or guardian
    • teachers of the subject of the grade advancement assessment(s) on which the student has failed to demonstrate proficiency.
